Doug Waugh is a horse trader, and is also the Zone 6 Director with the North American Saddle Mule Association (http://www.nasma.us/bios/dougwaugh.htm). Per his bio on NASMA, Waugh calls his farm Locust Creek Mules, and keeps his “retired” mules on-site. Investigators observed small herd of equine, (mixed mules/horses) in which several were quite thin.
The pasture in which the equine were housed, was quite weed-ridden, and didn’t appear to have much grass. Investigators were unable to see a water source for the equine in the pasture.
Doug Waugh was observed this past April at the Knoxville Livestock Auction in TN buying horses. He operates his own trucking company
(Waugh Livestock, DOT 2380769) and arrived with a single deck trailer to the auction which he loaded immediately after the sale ended. The Waugh family has been in the horse “business” for at least 3 generations. Waugh’s son, Jonathan, is an auctioneer. Investigators will continue
to monitor this situation.
