Investigators observed Carters lot for 2 ½ days, there were approx. 80 horses on his property. The majority of the horses were segregated into 2 pens, most likely for the different shipments to Canada and Morton, TX. On May 11, Carter bought several thin horses at the Centennial auction and added them to the other horses. Many of the horses observed on his premises showed signs of severe strangles infection. After a few days of little activity at the Kersey location, his truck headed to the Morton feedlot on 5/14/11. The driver unloaded the horses and went to Levelland, TX to sleep. Evidence obtained by Animals’ Angels via a recent Freedom of Information Act request revealed that Carter has multiple violations of the “Commercial Transport of Equines to Slaughter Regulations” and owes the USDA the staggering amount of $230,000.00. Animals’ Angels is currently investigating what the status for the collection of this debt is.
