Animals’ Angels has been investigating Charles Carter for several years and have filed subsequent complaints regarding his transport operations. Evidence obtained by Animals’ Angels via a Freedom of Information Act request revealed that Carter has multiple violations of the “Commercial Transport of Equines to Slaughter Regulations” and owes the USDA the staggering amount of $230,000.00. Even with these fines in place, Carter ships every week. The USDA’s failure to enforce existing regulations has caused untold suffering.
On this investigation, Carter’s property looked more dilapidated than ever. There were large manure piles and a great deal of trash strewn about. Barbed wire fencing and sharp exposed metal created a serious risk of injury to the horses.
Investigators observed numerous groups of horses inside the extensive pen area. Several of the horses were extremely thin with prominent hip bones clearly showing. The only hay visible was of very low quality. Investigators noted a white semi with the words “cow pimp” written on it parked adjacent the pen area.
Investigators monitored the property for some time, but there was no activity.
